Contacts Syncing Weirdness

When adding new contacts to the Contacts app via iPhone they don't show up in iCloud. But if I delete a contact from Contacts app it's almost immediately reflected online when viewing Contacts in iCloud. Same holds true if I add a new contact via Contacts in iCloud, the contact shows up almost immediately after it's created.

Everything else seems to work just fine but why isn't the Contacts app pushing newly created contacts to iCloud?
